127th GENERAL ASSEMBLY

The following legislation may be of interest to Audiologists and Speech-Language Pathologists:  

HOUSE BILLS

SENATE BILLS

HB 6 - CHILDRENS HEALTH CARE  (Stewart, J.)  To increase the income eligibility for the Children's Health Insurance Program Part II to three hundred percent of the federal poverty guidelines. 

HB 48 - AUCTION ITEMS  (Gibbs)  To exempt certain tax exempt organizations and schools that sell at auction items donated to them from license and contract requirements for such an auction, to require those organizations and schools to maintain records of the auction for two years and to preclude claims against the Auction Recovery Fund for any loss associated with those types of auctions.

HB 66 - INSTRUCTIONAL HOURS  (Collier)  To establish a minimum school year for school districts and chartered nonpublic schools based on hours, rather than days, of instruction. 

HB 89 - CHARITABLE DONATION IMMUNITY  (Coley)  To provide persons who donate consumer goods to a charitable agency with qualified immunity from civil liability for harm that allegedly arises because the consumer goods are not fit for use and to establish a qualified immunity from civil liability for certain charitable agencies that distribute perishable food or consumer goods free of charge to individuals in need.

HB 93 – EDUCATION BUDGET  (Koziura)  To require that an appropriations bill for education agencies be enacted separately from and prior to any other operating appropriations bills. 

HB 94 - UNIVERSITY DEGREES  (Koziura)  To require state universities to guarantee that a full-time undergraduate student with a declared major field of study can complete the coursework for that program of study in a specified time period.

HB 119 – BIENNIAL BUDGET (Dolan)  To make operating appropriations for the biennium beginning July 1, 2007 and ending June 30, 2009, and to provide authorization and conditions for the operation of state programs.

HB 128 - AUTISM  (Bacon)  To create the Autism Diagnosis Education Pilot Program and to provide funding for the Pilot Program by making an appropriation for the biennium beginning on July 1, 2007. 

HB 143 - SCHOOL HEALTH CARE  (Wagner)  To eliminate certain requirements and prohibitions applying to school district boards of education, including the centralized procurement of employee health benefits contingently mandated by Am. Sub. H.B. 66 of the 126th General Assembly. 

HB 170 - AUTISM  (Celeste)  To prohibit health insurers from excluding coverage for autism.

HB 171 - PROFESSIONAL LICENSES  (Williams, S.)  To revise the laws governing issuance of certain professional licenses.

HB 180 - SPEECH PATHOLOGY  (Setzer)  To establish a limited student permit category for speech language pathology interns, and to declare an emergency. 

HB 183 - HEALTH CARE ASSAULT  (Setzer)  To increase the penalty for assault to a felony of the fourth degree when the victim is a listed healthcare worker and to make assault against any school employee a felony of the fifth degree. 

HB 186 - UNIVERSAL HEALTH CARE  (Skindell)  To establish and operate the Ohio Health Care Plan to provide universal health care coverage to all Ohio residents.

HB 193 - SERVICE MEMBER LICENSES  (Fessler)  To require a licensing agency to grant renewal of a professional license or certificate to a member of the uniformed services whose license or certificate has expired because of the member's service. 

SB 4 - MEDICAID BUY-IN  (Stivers)  To establish the Medicaid Buy-In for Workers With Disabilities Program and a Medicaid program for individuals who exhaust benefits under a qualified long-term care insurance policy.

SB 8 - COLLEGE TUITION  (Coughlin)  To restore the income tax deduction for college tuition and fees.

SB 13 - HEALTH CARE  (Smith)  To formally state the intention of the 127th General Assembly to deliberate on how to improve the provision of, and payment for, health care services in Ohio in a manner that promotes Ohio's economic development and to revise the laws of this state to achieve improvements in these matters. 

SB 57 - SPECIAL EDUCATION PROGRAM  (Coughlin)  To establish the Special Education Scholarship Program and to require the Department of Education every two years to prepare an analysis of the special education funding weights.  

 

SB 98 - AUTISM PROGRAM  (Schuring)  To create the Autism Diagnosis Education Pilot Program and to provide funding for the Pilot Program by making an appropriation for the biennium beginning on July 1, 2007 

SB 110 - STUDENT HEALTH TEST  (Boccieri)  To require public and chartered nonpublic schools to test students for dyslexia and related disorders and to provide intervention services to students identified as having dyslexia or a related disorder. 

SB 138 - OCCUPATIONAL THERAPY  (Schaffer)  Regarding coverage of occupational therapy services under the Medicaid program.

SB 143 - SPEECH PATHOLOGY  (Padgett)  To establish a limited student permit category for speech language pathology interns, and to declare an emergency.  

SB 168 - UNIVERSAL HEALTH CARE  (Miller, D.)  To establish and operate the Ohio Health Care Plan to provide universal health care coverage to all Ohio residents. 

SB 169 - MEDICAID FRAUD  (Goodman)  To prohibit and provide civil penalties for the filing of false or fraudulent claims with the state and for defrauding the state of money or property in relation to the Medicaid program; to create a procedure for investigation by the Attorney General of suspected violations and to authorize the Attorney General to bring civil enforcement actions on behalf of the state.
